Uniformed Services Employment & Reemployment Rights Act (USERRA) On December 19, 2005, the Labor Department issued new rules spelling out the rights and responsibilities of returning Guard and reserve members and their employers. These rules are the first clarification of USERRA, and are designed to help enforce a law that has been on the books for 11 years.
